Vilnius City Municipality is launching the second phase of the project “Expansion of Shelter Infrastructure in Vilnius City”, which aims to significantly improve residents’ safety during emergency situations. As part of the project, 60 shelters will be upgraded, 50 of which are located in public facilities such as kindergartens, schools, and social services institutions.
The aim of the project is to enhance the resilience of shelters, improve their technical condition, and adapt the premises for people with mobility disabilities, in order to ensure residents’ safety in emergency situations.
As part of the project, design documentation will be prepared and backup power supply systems will be installed for all 60 shelters. In most shelters, ventilation systems and window protection against blast waves and glass fragments are planned to be installed or upgraded. Nearly half of the shelters will be equipped with fire detection or alarm systems, while one-third will have additional emergency exits with emergency lighting. A total of 55 shelters will be adapted for people with mobility disabilities.
The project aims to upgrade 30,871 sq. m of shelter space and provide protection for approximately 20,600 residents. The project will be implemented in cooperation with 55 partners.
Vilnius Development Company will manage the installation and renovation of the majority of the shelters – 50 in total. The works are scheduled to begin in May 2026 and be completed by November 2027.
The total value of the project is EUR 2,399,222. Of this amount, EUR 463,785 is financed from municipal funds, while the remaining amount is financed by the State Defence Fund, implementing Progress Measure No. 07-019-10-04-01 “Strengthening Preparedness to Manage Crises and Emergency Situations and Mitigate Their Consequences”, under the activity “Development of Shelter Infrastructure” (Call No. VRM-003-K, “Development of Shelter Infrastructure in Vilnius City”, Phase II).
